Habits in the nervous system
Habits form through repetition in a stable context. Control shifts from a freshly computed goal toward a cued response. That is efficient. It also ignores your new identity statement. Change the first ten seconds more often than you change your self-description.

Context-response learning that can persist when goals change.

In simple terms
If the same cue keeps getting the same payoff, the action gets cheaper. Your new values are not automatically in charge.
